MSG-128 aims at initializing a persistent distributed air mission training capability supporting operational readiness of collective NATO and national air forces, by: 1) Establishing the essential elements for a NATO MTDS: concept, standards, services infrastructure, and standard operating procedures; and 2) Validating these elements through initial operational tests and evaluations (exercises). In total 7 nations (CAN, DEU, FRA, NLD, NOR, TUR, USA) and 5 NATO organisations (Air OPS COE, M&S COE, NAEW, NIAG, NCIA) participated in MSG-128. The activities were organized in 3 teams summarized in the final report: Operational team focusing on operational training needs; Technical team focusing on defining a MTDS reference architecture; and Implementation team focusing on implementing an initial MTDS capability and exercises. The validation process was to organize one exercise each year between 2014 and 2017, starting for the first exercise by single Air-to-Air combat (blue against red) supported by AWACS and growing in size and complexity to reach multiple air missions including Air-to-Ground for the 4th exercise. MTDS Perspective NATO needs a MTDS capability to provide mission training and operational assessment of air and C2 systems in all core roles related to air operations, including relevant land and maritime components, as well as JISR (AGS, UAV) components.
