This report describes new results in the formulation and development of adaptive techniques forradar resource management (RRM) for active electronically scanned array radars. A functionalarchitecture for RRM is presented based on information abstraction levels. Benchmark radarscenarios are given for airborne, naval and land-based applications. Adaptive RRM techniques aredeveloped and analyzed for maritime surveillance and naval radar scenarios, and the benefits ofadaptivity relative to non-adaptive techniques are quantified. These techniques may be technologyinsertion options for phased array radars, and the enhanced capability provided by adaptive RRMmay be used to inform procurement programs for airborne, naval, and land-based radars. Thisreport also specifies emerging technology areas for RRM, including modelling and simulation,test and evaluation, multifunction RF sensors, statistical scenario modelling, emerging threats, andadaptive waveforms.
