The resistance in Cyrenaica lacks weaponry and experience while the Gaddafi regime enjoys sufficient support to attempt to reassert itself. This leaves outside powers, such as the European Union and the United States, in a very difficult position as the options open to them to engage are also fraught with political and diplomatic minefields. Both Britain and the Netherlands have discovered the dangers of unsolicited intervention, the former in Benghazi and the latter in Sirt, although Britain was also able to intervene in the desert to save threatened oil workers. |
