Résumé : | We have developed a Risk-Based Framework for Strategic Planning (RBFSP) of defence. The purpose of the RBFSP is to improve current analytical support to strategic planning processes to aid in creating risk-informed plans to help our militaries prevail in future conflicts. How can we, as defence analysts, help defence planners identify, evaluate and mitigate risks to enhance strategic planning processes and make them more robust to uncertainty? A strategic planning process takes a broad range of parameters into account, and may be applied differently in various countries. Various applications give rise to potentially different types of risks. To illustrate and explain how the RBFSP can be used by a nation or NATO, this report presents five case studies. The case studies give real world examples of risk analyses on various parts of strategic planning processes. They illustrate that there are several levels of risks within strategic planning that may need to be analysed. The hope is these case studies, together with the RBFSP guide, will motivate policy makers, defence planners and analysts alike to pay systematically more attention to risks related to defence planning, and possibly obtain guidance and support from the RBFSP in their endeavours. |
