The Korean peninsula remains the only Cold War land in the world over 70 years since division of Two Koreas. Deterring war, dismantling of the Cold War structure and establishing solid peace system are the most important security issues on the Korean peninsula. It is very difficult to make peace system in the Korean peninsula, as shown in the previous inter-Korean relations such as Korean War, various scaled North Korea’s violations of Korean Armistice Agreement and North Korea’s halting inter-Korean dialogues. North Korea sank South Korean naval ship Cheonan and shelled on Yeonpyeong Islands in 2010. With North Korea’s aggressive characteristics, its negative attitude to discuss on the security issues of Korean peninsula is also big obstacle for improving inter-Korean relation. How Two Koreas can make long lasted peace and eventually unification? More accurately, because of North Korea’s indifference, how South Korea can lead North Korea from the negotiation table to a positive agreement. Obviously the Korean peninsula requests breakthrough like dismantling Cold War system in Europe. Peace of Europe departs from important political decision with support by its people. Under strong political wills, substantial process has been various arms control efforts such as CSCE(Conference on Security and Cooperation in Europe), INF (Intermediate-Range Nuclear Forces) and CFE. The East and West have reduced real security threat through arms control which was limit and reduction of weapons. North Korea’s large scaled military equipment and troops is present and future security treat and risk. Although political level’s decision to mantle the Korean Cold War system, armed forces of Two Koreas should deal with by limit or reduction. In other words, arms control is an essential and inevitable process for ultimate peace of Korean peninsula. For success of arms control, South Korea has to guide North Korea and to proceed with continuous initiative. How to promote the arms control between South and North Korea? This question is the starting point of this research paper. What is the best way to promote the arms control between South and North Korea? Finding the best way to promote arms control between two Koreas is the core of this research. Research question is “Based on an analysis of Two Korea’s arms control policies and the European lessons learned, how to promote arms control in the Korean Peninsula?” For this, following efforts to solve are essential: What are the differences between North and South Korea's arms control policies? What are the ways to overcome the differences? What are the lessons learned of European arms control? How apply the successful European experience into the Korean peninsula? Based on this, this study presented a new strategy for promoting arms control on the Korean Peninsula. |
