The delivery of the A400M fleet in 2019-’20 will lead the tactical-strategic Airlift capacity of Belgian Defense into a new era. The Integrated Capability Team Airlift (A400M) is already preparing this future, working along the different Lines Of Development (DOTMLPF-I) of the capability building concept. The aim of this research paper is definitely not to duplicate or to evaluate the efforts of the ICT. However, the goal is to determine a possible future Level Of Ambition (LOA) taking into account the current status of the A400M program, the progress made by the ICT and the operational doctrine Belgian Defense is likely to adopt. The central research question is twofold: Q1: What is the LOA for airlift that can be maintained by Defense throughout the transition period, while phasing-out C-130 and phasing-in A400M? Q2: What is the possible LOA for airlift when the A400M fleet is fully operational? A first chapter will be dedicated to analyze the roots of the LOA. The aim is to assess the validity into the A400M era (2019 and beyond) of the current political and military doctrinal basis. This part of the research will also allow determining the defining elements of the LOA. A second chapter will briefly explain the meaning of the Lines Of Development (LOD), the relevance to A400M as well as the relation to the other LOD. Furthermore, this brief analysis will identify the LODs that are directly impacting the LOA. The answer to Q2 is needed as an end-state to tackle the transitional effects (Q1). So, in the third chapter the maximum LOA for the A400M era, when the C-130 is completely decommissioned, will be determined. Taking the conclusion of the third chapter as the end-state for the transition period, the fourth chapter will deal with transitional aspects. Finally, a summary of the conclusions and recommendations will highlight the main findings of this research paper. |
