People’s Republic of China is making its first steps to become a great geostrategic global power. Nowadays it’s unquestionable its economic, political and military growing potential. This work addresses the evolution and future of China as a world power, from an economic, military and political point of view. Work completes with some recommendations to be taken in consideration by European Union in general and Spain in particular. Economic factor comprises positive aspects which China’s progress produces in world economy. The size reached by China’s economy, its economic growing and extraordinary grade of openness to external markets make the country one of the world global economy motors. The great energy consumption of raw materials of China is not a factor which can have a direct influence in the increase of prices of those products. In the case of food, China is able to have its own self sufficiency. Environmental impact produced as a direct consequence of China rise: Green house gases emissions, acid rainfall, and resources overexploitation are, among others, severe problems which Beijing has to face. Chinese leaders don’t relinquish to modernize its Armed Forces and to improve its military capacities. They are subsequent with their ambition to claim a status in international arena, which for its size and history deserve. Military modernization effort corresponds today more to a defensive than offensive intention, and to the development of vital national power dimension of a great power looking for a recognition as such. Military aspect completes in this work with the analysis of defense policy of Peoples Republic of china extracted from the White Papers issued by the Government every two years and other different documents and publications. China’s nuclear power is also taken in consideration and consequently its behavior in matters as proliferation and weapons control are relevant. Multilateralism as an essential factor of the new China’s regional strategy shows up vigorously in its foreign policy. Chinese global influence has been taken into account and more specifically its influence en European Union analyzing its presence in Asia, Africa and Latin America. Military and defense perspective as a consequence of China boom has a minor impact for the European Union considering its low strategic profile in Asia, but it’s evident that Peoples Republic has become a transatlantic dialog asset. On the other hand, Europe and Spain can be affected by the growing Chinese activity in areas of interest like Latin America and Africa. Chinese presence in Latin America is far from having a similar weight as Europe, not to mention USA. Pragmatic character of Chinese foreign policy points out that this trend is to maintain in the future. Its wealth in natural resources and raw materials has turned Africa to an object of the attention of China. In return to its resources, China offers African Countries its capabilities to realize great projects in infrastructures, social and sanitary support and offers also manufactured products at prices without competition. In order to complete this study on the world Chinese vertiginous rise, determining internal factors can not be ignored. Domestic field is the origin to some of the most important risks China has to face. Separatism, environmental degradation or sanitary problems are determining factors witch will affect its foreign projection. |
